Luc Vinckx graduated as a master in mechanical engineering from the Catholic University in Leuven (1982). After serving as a research and teaching assistant at his University, he became the manager for technical regulations at FEBIAC, the federation of the car industry in Belgium. One of the milestones was the development of the first EU directive on technical requirements for buses and coaches. After a stay at VITO, the Flemish Institute for Technology Research, he moved to General Motors, EU representation office, as manager international regulations. He served as a chairman of the technical committee of OICA, the organization representing the car industry at the UN ECE. Later on, his focus shifted from technical regulations towards transport policy, with a special interest on micro-cars.
In 2016, Luc has created his own consulting company, Elephant Consult B.V.B.A., supporting various clients in transport policy, vehicle regulations and EU / UNECE affairs
